Background of the Study:

Definition:

Enrollment the process of initiating attendance to a school

Process or processing typically describes the act of taking something through an established and usually routine set of procedures to convert it from one form to another, as a manufacturing or administrative procedure, such as processing milk into cheese, or processing paperwork to grant a mortgage loan.

A procedure is a specified series of actions or operations which have to be executed in the same manner in order to always obtain the same result under the same circumstances (for example, emergency procedures). Less precisely speaking, this word can indicate a sequence of tasks, steps, decisions, calculations and processes, that when undertaken in the sequence laid down produces the described result, product or outcome. A procedure usually induces a change. It is in the scientific method.

The Far Eastern University

Overview:

Far Eastern University was founded in 1934 when the Far Eastern College and the Institute of Accounts, Business and Finance (IABF) merged. Far Eastern College, founded in 1919, had been a liberal arts college in Quiapo; the IABF had been established (originally under the name Institute of Accountancy) by Nicanor Reyes, Sr., head of the Department of Economics of the University of the Philippines, with a number of other prominent educators in 1928. IABF had been originally predominately used by night students, and the new university, which was supported by the tuition provided by its students rather than government grants, soon demonstrated that a private university was financially sustainable in the Philippines.

In its earliest days, FEU was housed in a converted tobacco factory already present on the four hectare (nearly 10 acre) plot which would eventually host the current campus. Reyes Sr. was appointed the first president of the University, which spent its early years establishing several of its institutes, including those of Law and Technology. Reyes commissioned Pablo Antonio, who would later be

titled National Artist of the Philippines, to construct a building for the school. In 1939, the Nicanor Reyes Hall, which would later house the library and Institute of Accounting, Business and Finance, opened. Two other buildings by Antonio, the Girls’ High School Building and Boys High School Building, followed in 1940 and 1941, by which year FEU had 10,000 registered students, with an international student population of 400.

During World War II, the campus was occupied by the Imperial Japanese Army, who left only its shell unharmed. Dr. Nicanor Reyes having been killed during the occupation, Dr. Hermenigildo B. Reyes was appointed the second president of the University when it reopened in 1945.

Thereafter, FEU continued to expand, with the opening of a Science Building and the establishment of the Institute of Medicine and the School of Nursing. In 1955, the FEU hospital was opened. Humanities were introduced in 1959, and in 1970 the Institute of Architecture and Fine Arts opened. Also in 1970, the for-profit status of the Institute of Medicine, School of Medical Technology, FEU Hospital and the Student Health Service Clinic was altered, when these were converted in the FEU Dr. Nicanor Reyes Medical Foundation, a non-stock, non-profit educational foundation.

1989 introduced substantial revitalization to FEU that took place over a number of years, with renovation and modernization of facilities and grounds and upgrading of the University’s educational standard. This resulted in the accreditation of the Institute of Arts and Sciences, the Institute of Education, and the Institute of Accounts, Business and Finance, and, in the mid-1990s, the deregulation of the University by the Commission on Higher Education. The auditorium was upgraded to accommodate modern stage productions and the new twice-monthly presentations by local and international artists established by the President’s Committee on Culture. The University also prioritized publication, launching a number of scholarly journals, and began networking with other institutions nationally and abroad.

Problem Statement:

The following are the problems encountered during enrollment:

On Student’s Enrollment

  • Slow process rate of scheduling for irregular students.

Due to the massive irregular students the time consuming really affects specially when a student took a lot of his/her time on choosing his/her schedules.

  • The computer system doesn’t response very quickly.

During that time all of the computers in the offices are working and probably the                     speed process is very much affected.

  • Credited subjects sometimes appear on the system as not credited.

If this problem happens the students will face another long process just to solve the   issue.

  • Pay the organization fee before you get the COR.

Organization fees are costly and why not charge the student a week after or even a month after because the students had just paid their tuition fees.

On Post Enrollment:

  • The appointed rooms in the COR are sometimes not the real ones.

Based on our experiences when classes began, sometimes teachers took time or even a week of anticipating them to come but after all we’ll noticed that the assigned room for us is not for us.

Case Objectives

In order to achieve the greatest possible result in response to the problem of enrollment, the following objectives must be set:

1.    To Update the computer and system

2.    To orient the enrollment personnel

3.    To develop and easy the enrollment procedures

4.    To attract students through service provided by the school

5.    To improve and enhance the current system

Root Causes of the Problem:

  • Complicated and Incomplete Enrollment Procedure.
  • The computer might be old or its processor is not enough to serve its purpose.
  • The Enrollment personnel sometimes misunderstood the concern of the enrollee.
  • The computer system for Enrollment is outdated

Recommendations and Benefits:

The proposed Quality Improvement Plan focused on the following cited areas of the Enrollment Process of the University.

1. Revision of the number of enrollment personnel.

At present, the university handles the enrollment by assigning a 1 or 2 personnel by course which assists the students to their scheduling but due to have a massive students it cause traffic.

We recommend increasing the number of personnel to the course who’s having a large population.

2. Revision of the system of the computers used in Enrollment.

Proposed

At present, we have observe the computers allotted for enrollment and we noticed that the system is not consistent, meaning there’s a problem with regards to the functionality that sometimes it logs and because of that problem it affects the time management of both enrollees and the enrollment personnel.

We are proposing for updates for the system or updates for the computer itself.

One plan that we have is the proposed regular maintenance for the computers that will surely be a big help for the speed process and prevents from logging.

There will be an assigned technician who will do the maintenance job before the enrollment starts and will do it regularly.

3. Revision on universities computer system on the issue of credit subjects.

Present

FEU usually go to a long procedure just to clear your credit subjects. Especially if you are a transfer students.

Putting it to universities computer system will take for a while, they usually just put it in the universities paper files.

Proposed

They should immediately put your credit subjects in the computer system.

In this way, students:

a)Will have an easy way on enrolling

b) Properly consume his/her time and don’t need to go to different offices just to clear out his/her credit subjects.

c) Not to double their personnel work.

4. Revision of payment of organization fee.

PRESENT

PROPOSED

At present, the university is implementing the following enrollment process:

1. Pay tuition Fee

2. Enrollment

3. Printing of COR but pay first      the  organization fee to claim the COR

We suggested to include the organization fee in the assessment of the tuition fee which students only pay at once

5. Revision of the COR management before printing.

At present students experience the same problem which is the wrong assigned rooms given on the students in their COR.

With the present set-up the personnel for the room assigning is not fully aware of what rooms are to be assigned that’s why it’s a big problem for students and professors that instead of meeting at the 1st day they can’t reach each other because of the issue that the assigned room for the professor is different from the assigned room for the students.

We are proposing for an intense checking and validating of rooms that are to be assigned before classes or before the enrollment starts.

We are also proposing for these ideas.

    1. Additional Checker for at least one checker for each building regularly.
    2. Inform the professors with regards to their assigned rooms before classes’ starts.

(a.) What are the things that we should ask with regards to the Enrollment Process?

-Ask if how enrollment process really works.

-Ask them the advantages and disadvantages of online enrollment.

-Ask them also the pros and cons of manual enrollment.

-Ask them if how do enrollees with failing grades affect their enrollment process.

-Ask if how do they give schedules to irregular students.

(b.) Whom to ask?

-We are planning to ask to those Program heads.

-To those secretaries also with a partial knowledge with regards to the enrollment process

-To students also who have problems with regards to enrollment process.

(c.) What are the Schedules?

-February 10, 2010 (we are planning to finalize all the steps in doing this proposal.)

-February 11-12, 2010 (finding students randomly and ask them if they have problems with regards to the enrollment process.)

-February 13, 2010 (we will proceed to program heads offices to ask questions which will probably solve our curiosity with regards to the problem of enrollment process.)

-February 14 onwards, 2010 (we will finalize our paper and probably will still do a lot of things in preparation for the final output.)

Enrollment Process

Based on our topic we really find many problems with regards to enrollment proess that’s why we chose it to be our topic.

Enrollment process in our school Far Eastern University really affect the students specially when enrollment comes, mainly because of the technical problems inside the offices of the Program heads of every Institute and probably it’s the students mistakes also that varies because most of the students cannot follow instructions when they are enrolling.

Based on my experience enrollment process in FEU really matters a lot because I myself when I tried enrolling it took most of my time and that’s the problem.

Our proposal aims to solve the problems of the enrollment process and that is done by doing consecutive research and asking some relevant questions to the program heads and randomly selected students who have problems with enrollment.

We thought that after the proposal and it’s been implemented to our school probably the problem would be solved as well as each and every students will be glad and thankful for the changes that’ll be made with regards to the enrollment process.
